While I think in general the tier 0.5 quests are fun and a worthwhile endeavor, since we're semi-short on Shamans for our 20 and 40man raids quite often, you might be better off just grabbing what you can from the various 5 and 10 man instances then upgrading in MC/AQ/ZG. Especially in ZG we only have 1-2 shamans per run and most of the loot is sharded or defaulted to me
.
I did all but the last part of the Tier 0.5 for my priest, but only because I felt that set was better for what I wanted than my Tier 1. It's a very expensive (gold-wise as well as time) process so if you can avoid it, I would.

Unless you are unable to make 20/40man raids:
Outside of the 3 BoE pieces, I would only invest in the elements set if they happen to drop while you're running instances for other stuff (Ony/BWL attunement). You can just buy the 3 BoE pieces and convert them if you like. Other than that you'll get better gear faster by joining a raid.
If you can't make raids, I'd still warn you about getting too obsessed with Elements set. The drop rate for certain pieces (in particular the head) is pathetic. There are plenty of blues available through other means.
